Regulation of “credit risk mitigation techniques” is one of the most significant innovations introduced in the Agreement for Minimum Capital Requirement (Basel II). The main goal of the Agreement is to help independent institution such as Mutual Loan Guarantee Societies (MLGSs) to provide appropriate forms of guarantee for small and medium size enterprises (SMEs), thus mitigating banks capital requirements. The aim of this paper is to analyze the evolution of MLGSs in Italy in order to understand whether our banks and SMEs will take advantage from the opportunities offered by the new regulatory environment or, on the contrary, they will suffer the consequences of stronger capital and financial requirements.
