This work will try to highlight how experience, accrued in matters of joint management of functions and services and more specifically with the Union of Communes (Unioni di Comuni), can propose to small Communes to experiment different and flexible institutional models. Recent measures in new laws allow small Communes to offer (additional, diversified and at lower cost) services that at present cannot be always guaranteed to the citizens and which are a sustenance towards the quality of life.
