Abstract

The growing complexity of 5G and beyond radio access networks (RANs) demands a shift from reactive management toward proactive, intelligence-driven optimization. The O-RAN Alliance's Non-Real-Time RAN Intelligent Controller (Non-RT RIC) resides in the Service and Management (SMO) framework and introduces rApps as modular applications for long-timescale RAN optimization. Concurrently, digital twin technology for RANs (DT-RAN) has emerged as a means of constructing high-fidelity virtual replicas of physical infrastructure for safe offline simulation and predictive analytics. Despite their complementary strengths, these technologies remain largely disconnected: rApps lack a simulation backend for pre-deployment policy validation, while DT-RAN platforms operate outside the O-RAN programmable control framework. This article proposes a unified architecture that embeds DT-RAN capabilities into the SMO framework, exposing the digital twin as a native simulation and enrichment service through standardized interfaces. A whatif analysis engine enables rApps to define hypothetical scenarios, execute them in a digital twin sandbox, and evaluate multi-objective outcomes before committing policies to the live network. The framework is validated through two use cases demonstrating meaningful improvements over reactive baselines.
