The 30 January 2020 the World Health Organization declared the international outbreak of COVID-19 establishing the beginning of a global pandemic emergency. The new Coronavirus spread is characterised by speed and high capacity of infection. In such a challenging background, every hit Country run for a rapid solution. Italy is one of the Countries most damaged by the COVID-19 pandemic, but the virus did not reach every area with the same impact during different waves. In this PhD project, the study area is the Marche Region, and the analysis focuses on the pandemic preparedness and response phases. The research provides for six steps: (i) selection of macro-areas and indicators for pandemic preparedness; (ii) evaluation the macro-areas and indicators using Multi-Criteria Decision Analysis; (iii) analysis the perception of Italian Healthcare workers regarding pandemic emergencies; (iv) analysis the New Zealand pandemic management using PRISMA statement and interviews; (v) comparison the Italian and New Zealand pandemic management; and (vi) validation the selected indicators through the Field Exercise EU MODEX. Starting from the scrutiny of the fragmented governance of the pandemic emergency, highlighting the misalignment between theoretical and practical emergency response model, this research aims at providing guidelines to enhance resilience of the local health system for future pandemic emergencies.
Il 30 gennaio 2020 l’Organizzazione Mondiale della Sanità ha dichiarato l’epidemia internazionale di COVID-19 stabilendo l’inizio di un’emergenza pandemica globale. La diffusione del nuovo Coronavirus è caratterizzata da rapidità ed elevata capacità di contagio. In un contesto così impegnativo, ogni Paese colpito corre per una soluzione rapida. L’Italia è uno dei Paesi più colpiti dalla pandemia di COVID-19, ma il virus non ha raggiunto tutte le aree con lo stesso impatto durante le diverse ondate. In questo progetto di dottorato l’area di studio è la Regione Marche e l’analisi si concentra sulle fasi di preparazione e risposta alla pandemia. La ricerca prevede sei fasi: (i) selezione di macroaree e indicatori di preparazione alla pandemia; (ii) valutare le macroaree e gli indicatori mediante l'analisi decisionale multicriteriale; (iii) analizzare la percezione degli operatori sanitari italiani rispetto alle emergenze pandemiche; (iv) analisi della gestione della pandemia in Nuova Zelanda utilizzando dichiarazioni e interviste PRISMA; (v) confronto tra la gestione della pandemia in Italia e in Nuova Zelanda; e (vi) validazione degli indicatori selezionati attraverso l'esercitazione sul campo EU MODEX. Partendo dall’esame della frammentata governance dell’emergenza pandemica, evidenziando il disallineamento tra modello teorico e pratico di risposta all’emergenza, questa ricerca mira a fornire linee guida per migliorare la resilienza del sistema sanitario locale alle future emergenze pandemiche.
