The idea of social market can be traced back to the trend of cultural normalization of drug use, which has strengthened since the 1990s. We refer to closed markets, involving socially integrated subjects: they exchange and consume cannabis in 'thickened' social networks, procure the drug also through domestic self-production and pursue strategies of risk and harm minimization. We study the increased relevance of such social markets for Italy, and we examine a few possible implications in terms of policy-making and regulation.
