The support tools for the prevention and protection from seismic risk: CLE Civil Protection Plans, PEC Municipal Emergency Plan, MZ Microzooning Seismic, are characterized only according to their sectoral objectives. These tools are too often poorly integrated with those of territorial and landscape-environmental planning. The unit of analysis and application of these tools is limited within the municipal administrative boundary and are limited to assessments of the seismic vulnerability of individual towns and do not consider the systemic territorial criticalities that may emerge following a calamitous event. Four years after the earthquake in Central Italy2016, municipalities should undertake the technical-cultural planning leap necessary to move from the sectoral-operational phase of the emergency to the territorial regeneration project. It is necessary to design possible strategies to reduce the criticalities generated by the earthquake and increase the level of safety to protect the risks of the fragile territories of Central Italy.
