Italian law no. 328/2000, for the realisation of an integrated system of intervention and social services, offers innovative methods for planning social services at a local level through Area Plans (Piani di Zona) yet does not exhaustively indicate methods for organising and putting into practice the service’s system. In Italy, in specific regional and local contexts, various kinds of inter-institutional collaboration have therefore been formed between local councils, aimed at creating more uniformity in the delivery of services and favouring united management of the Area Plan. The Polytechnic University of Marche, specifically the departments of Social Sciences and Industrial Management and Organisation, together with the territory of Jesi, in the Marche region, has carried out a study with the objective of promoting a management model associated with all of the 21 councils of the territory, for a population of 105,000 residents. Within the university workgroup both socio-organisational and business-economic professionals are represented, the former being able to analyse services offered, their usage and the management models to be applied, the latter orientated towards analysing the resources employed by the councils and potential economic scales. This article will illustrate the characteristics of the adopted model, highlighting the phases of the process that have successfully permitted the construction of an ‘Azienda Speciale Consortile’ (a Special Associated Agency), resulting in an interesting case ‘coming from the bottom’, which has involved a large number of local council organisations. Therefore these analyses, carried out in this territory and instrumental in the planning of institutional assets and social services management methods, will be presented so as to find an efficient response to the multiple needs arising from scarcity of resources.
