This paper aims to understand the possible synergies between the ways to promote urban pedestrian accessibility and broader regeneration policies through the results of the investigations carried out for the drafting of the Plan for the Elimination of Architectural Barriers (P.E.B.A.) of the city of Fano and its possible relationships between the issues of safety and inclusion with urban regeneration processes. The present research explains the methodology used to study this area, based on GIS analysis supporting the decision system. The application of different phases allows the process: learning on vast data about inhabitants and urban facilities, whereby assessing the statistical methodology on their movements, as pedestrian’s timing flows measurements, by finally inducing the growth of accessibility, become phases to elaborate a decision support system to bud accessibility in the whole urban sustainable mobility policies. Finally, the research epitomizes the role of P.E.B.A. to enhance urban open space quality and attractivity of places in urban regeneration processes based on the criterion of proximity between inhabitants, activities and services. As is known, the same criterion is at the basis of the idea of the 15-min city that is now at the center of urban policies in many large urban centers. The quality of the level of use of open spaces significantly affects the overall quality of the urban habitat, therefore, being able to represent it visually can help to understand the potential of spaces and portions of the city that are often ignored even by their inhabitants.
