In recent decades, the increasing frequency and intensity of natural disasters has highlighted the urgent need to enhance urban resilience, placing envi-ronmental risk reduction among global priorities. Although the importance of inte-grating resilience strategies into urban planning is now widely acknowledged, local community engagement remains limited. Investing in resilience means not only strengthening response and adaptive capacities but also promoting well-being, social cohesion, and territorial competitiveness. This paper presents the findings of a case study supporting the revision of the detailed plan for the historic town of the municipality of Pollenza (MC), located in a high seismic risk area in central Italy. The research introduces a dynamic method for assessing urban exposure in public open spaces, based on a quanti-tative index that integrates morphological, functional, and temporal parameters. This approach enables a comparative evaluation of alternative scenarios of urban regeneration and socio-economic development, highlighting how specific design strategies influence urban risk levels and offering guidance for more resilient and inclusive urban planning.
