Changing cities and urban context development attract global attention. Mega-cities, the supremacy of forms of mass, ecological-environmental congestion and the suburban lifestyle and social marginality represent the disastrous consequences of urban concentration. According to the following research, the “megalopolis” does not represent the final stage of urban development. There are alternatives to the current urban proliferation, which are linked to the return of the smaller dimensions as a form of centrality against the model of urban consumerism. In fact if the economic boom that occurred in the Fifties caused the decadence of the ancient centers which preservation was subordinate to the advantages deriving from urban development and changing society, today's economic downturn is the chance to switch back to the central role of minor dimensions and to the conscious use of natural resources with stable eco-systemic levels. Adequate infrastructure, telecommunications and excellent accommodation services therefore also become necessary. Still, whereas he nineteenth century showed a strong design and theory based interest on the link between infrastructure, architecture and the city, the twentieth century marks the break between spatial matrices, urban design and infrastructure projects that in many cases are out of scale and poorly integrated in the forma urbis. The study investigates the topics related to an innovative infrastructural planning, with reference to the actual situation of the minor towns of central Italy, developing a scenario based on a model of territorial organization based on mobility without waste of resources, inter-modality and green transportation. In light of the research results mobility is more than others a fertile field of action for the operation of a metropolitan region, so that it can exert the desired role of cultural attraction within the national and international cultural circuits.
